Possibilities for travel in E.U. Countries for COVID Vaccinated individuals

According to the article, Europe's process for obtaining vaccines is slow. In hopes to refortify the economy, member nations are hoping to allow summer tourists that have a vaccination card. These vaccination cards will allow travelers to skip quarantine processes and allow for safe traveling. Recreational travel from citizens of the U.S. is still now allowed in European countries but there is hope that as vaccination process become more readily available, countries borders will fully open up.
